Jowell to concede casino limits

The government has attempted to head off opposition to its gaming legislation by signalling it will initially only give the go ahead to six super-sized casinos.

Tessa Jowell, who believes the market could support 20-30 US-style casinos, is said to have been persuaded of the need for an explicit cap on the number of licenses issued in the early phase of deregulation.
