Sir John Stevens, the outgoing commissioner of the Metropolitan Police, has criticised the level of red tape affecting police forces.

He said officers are spending so much time answering questions from government bureaucrats that the fight against crime is being put at risk.

Chris Fox, the president of the Association of Chief Police Officers, added: "There are undoubtedly too many bodies reviewing, inspecting and regulating police forces."
