Government opts for smoking licenses

The government looks set for a compromise on banning smoking in public places, opting to make publicans apply for special licences.

Cabinet agreed the proposals which will be included in the forthcoming public health white paper.

The move follows the Scottish executive's decision to ban smoking in all public places.

Meanwhile, the chief medical officer, Sir Liam Donaldson, said on Thursday that over 100,000 people every year are dying needlessly from smoking-related diseases.
