The rules covering campaign spending for the forthcoming EU constitution referendum are unfair to the "no" campaign, Sam Younger said yesterday.

The Electoral Commission chairman said that ministers should be banned from using taxpayers' cash to make the case for the constitution at least 10 weeks before polling day.
