Howard to give heads power over pupils
Conservative leader Michael Howard today launches his party's school discipline strategy with a promise to spend an extra £200 million on tackling behavioural problems.
"We will give heads and governors complete control over admissions," he will say.
"They will no longer be forced, as they are to be under Mr Blair's government, to admit pupils expelled from other schools. And we will give head teachers complete control over expulsions."
