Ministers to overhaul police structures

The government has unveiled plans to overhaul the police in a move which could see local councillors being given powers to force officers to take action against anti-social behaviour.

Under the plans police recruits will be able to join at all levels - with high-fliers being able to progress more quickly through the ranks.

But the Express hits out at Labour's target of "solving just 30 per cent of crimes".

Ministers have also announced a consultation on plans to merge the various inspection regimes operating across the criminal justice system.
