Tessa Jowell has denied that BBC4 offers poor value for money.

The culture secretary told MPs on the culture, media and sport committee that the digital channel, which shows mainly arts and current affairs programmes, is "extraordinarily popular" among its devotees.

However she added to criticism over the way the corporation is regulated by its governors.
