Home Office refugee scheme flops

A key Home Office scheme to house UN nominated refugees in Britain is failing to meet expectations because local authorities are reluctant to accept them.

Home secretary David Blunkett had hoped the "gateway protection programme" would cut illegal immigration, but has had to challenge councils to fulfil their obligations.

So far only 69 of an expected 500 victims of persecution have arrived.
