The top civil servant at the Ministry of Defence was invited to resign by MPs yesterday over a series of procurement "fiascos".

Permanent secretary Sir Kevin Tebbit said he was "sorry" for the mistakes but refused to bow to the Commons public accounts committee's suggestion he resign.
