Law and order to dominate Queen's speech
Bills aimed at tackling crime and improving security are set to dominate the Queen's speech next month.
Cabinet ministers have agreed to introduce legislation to bring in identity cards, extend action against anti-social behaviour and create a Serious Organised Crime Agency before the next general election.
Home secretary David Blunkett yesterday announced proposals to allow officials employed by parish councils to impose on-the-spot fines for anti-social behaviour.
In a separate move, offenders issued with anti-social behaviour orders could be forced to undergo drug treatment if they have a substance abuse problem.
But Blunkett was forced to apologise to the Commons for announcing policies to the media before MPs.
