Brown in booze-cruise climbdown

The chancellor has announced a partial climbdown in his battle with Brussels over the treatment of "booze cruisers".

In future first time offenders who bring back alcohol and cigarettes to sell to friends and family on a not-for-profit basis will not have their car seized nor be forced to hand over the goods.

Instead they will be forced to pay the evaded duty and a fine.
