Hospital A&E departments require three times the number of consultant doctors they have at present if they are to offer patients the best possible treatment, the NHS director of emergency care has conceded.

Presenting his report yesterday, Sir George Alberti praised the progress made so far in modernising the service, but warned that it could be another eight years before staffing levels are up to scratch.
