Clarke warns councils over role
Charles Clarke has warned councils that they must face up to their new relationship with schools and should not seek to claw back power over teachers.
"Your role will ... be increasingly about commissioning and working with and through others," he said yesterday.
"Those who predict the death of local government are wrong ... we need you as leaders, brokers, commissioners and enablers, advocates and innovators in the delivery of services for children, young people, parents and families."
