The United Nations High Commission for Refugees has said the number of asylum seekers heading to Western countries is now at its lowest level for 17 years.

The UK has dropped from first to third place among industrialised countries.

"We have cut abuse and are protecting our borders while at the same time offering a haven to those genuinely fleeing persecution," said immigration minister Des Browne.

Meanwhile, the Guardian claims that ministers are breaking their pledge to keep asylum seekers out of the prison system.
