Michael Howard is setting up an online party for people who do not want to join local Conservative associations.

The party chairman, Liam Fox, said that campaign information, polling data and canvassing tips will all be available for internet-only members.

The plan will be unveiled at the Tory conference in Bournemouth next month, and the Telegraph predicts that it will "infuriate" local Conservative associations, which depend for their income on local membership.
