MPs back greenhouse gas plan

Every adult in Britain would receive a greenhouse gas allowance under a proposal by a cross-party group of MPs to tackle climate change by rationing the use of energy.

Under the plan, put forward in a private member's bill which is backed by 11 other MPs, motorists would have to hand over a smart card when buying fuel so that the relevant number of "carbon units" could be deducted from their annual ration.
