Labour set to rule out income tax rises
Labour will issue a firm pledge that it will not raise income tax rates if it wins the next general election.
The Independent claims that Tony Blair and Gordon Brown will vow to maintain the 22 pence in the pound basic rate and 40 pence top rate in the Labour Party's election manifesto.
