Audit Scotland, the financial watchdog, has raised questions about the Scottish executive's plans to improve the NHS north of the border.

A report said it was "difficult to demonstrate" what impact recent increases in spending have made.

And it called for greater clarity on what benefits are being sought from a modernisation of the pay system.
