Scottish parliament open for business

The new Scottish parliament became a working office yesterday - three years late and vastly over-budget.

About 170 workers entered the Edinburgh complex a day after 98 per cent of it was given a safety certificate.

By the end of the month, the first MSPs are due to move in.

The current estimate for the final cost of the building - £431 million - is more than 10 times the original sum envisaged.
