Ministers yesterday signalled a positive approach to the development of controversial wind farms.

A new planning policy statement on renewable energy said local and regional authorities must not rule out the technology, which are often seen as eyesores, "without sufficient justification".

But the government has been accused of retreating from a commitment to solar power.
