In a new report published yesterday the Institute for Public Policy Research said that the NHS primary care trust system suffers from poor management and a lack of capacity.

The think tank said that leadership problems and shortages of staff and services had undermined the effectiveness of efforts to decentralise decision making introduced four years ago.
