Councils could be enlarged and given extra powers and financial freedoms under proposals from the government, which sets out its 10-year vision today.

The government's strategy paper is aimed at creating more powerful local authorities, Nick Raynsford said yesterday.

"They will probably be larger, with fewer of them," the local government minister said.
