The Audit Commission has concluded that the new "payment by results" regime in the health service could drive NHS trusts to bankruptcy.

The watchdog said the scheme will deny primary care trusts the right to negotiate prices, and warned that many PCTs don't have the financial sophistication to operate the new system.
