Anyone who goes to a tribunal will be urged to settle their disputes out of court, under changes being considered. 

Ministers have outlined reforms for a new single tribunal service with a staff of 3,000 and budget of £280 million a year.
 
The Department for Constitutional Affairs will pilot a number of alternative dispute resolution schemes from January.
