Think tank backs congestion charging

In a new report the IPPR think tank suggests that a system of national congestion charging could raise £16 billion a year.

Tony Grayling, the author of the report, said rural drivers would pay far less under the system and more congestion charging schemes should be introduced in other urban areas.
