Gordon Brown will next week unveil additional spending on national security across a range of Whitehall departments.

In a speech on Britishness to the British Council today, the chancellor will say that any government's "first duty is the defence of its citizens".

"As we look forward to next week's spending review, let me say this: I have always made clear that I will make available the resources needed to counter that threat."
