Local authorities facing budget caps

The government will warn up to 14 English authorities, from councils to fire and police boards, that their budgets will be capped after they posted "excessive" tax rises this financial year.

Sir Sandy Bruce-Lockhart, the new Conservative chairman of the Local Government Association, said ministers were responsible for steep council tax rises because government spending instructions to councils "had not been matched by corresponding levels of grant".
