Homeowners who lose out because of dubious practice by estate agents will have access to a compulsory compensation system under proposals announced on Thursday by the Department of Trade and Industry.

Ministers will include a power in the Housing Bill to force estate agents to belong to any industry redress system approved by the DTI, or face being banned.
