Blair promotes active citizenship
Tony Blair has made improving childcare, pensions and housing the priorities for his third term.
The prime minister used the 10th anniversary of his Labour leadership yesterday to set out his vision for beyond the next general election.
He said communities will be given more powers but more duties.
Speaking at the launch of a project to devise new Labour policies, Blair added: "Now we come to a different phase of social development, when people do want to be empowered, but they also want to be part of an active community."
