Tony Blair and Michael Howard will today use set piece speeches to set out their competing visions for Britain's public sector.

The prime minister will defy the unions by promising to accelerate his reforms to public services.

He will say the government needs to ensure the middle classes do not desert the NHS and state schools and that the coalition of support for universal services remains intact.
