England and Scotland diverge on council tax

Ministers in England and Scotland have set out on different paths as they consider whether to reform the council tax system.

The FT reports that ministers in London have "cooled" on introducing radical reform before the next general election.

But in Scotland, finance minister Andy Kerr has launched a review that will consider "any model of taxation it considers appropriate".
