Postal ballots set for delay
Ministers are prepared to delay referendums on regional assemblies if the Electoral Commission concludes that all-postal ballots are unsafe.
Christopher Leslie, the constitutional affairs minister, told MPs yesterday that an alternative polling method would then be adopted but it could result in the elections, originally set for the autumn, being delayed until winter.
