London gears up for mayoral contest
On the day that Ken Livingstone publishes his manifesto, the Times devotes a page of analysis to London's mayoral elections.
Tory candidate Steve Norris maintains: "I'm going to win. This has been four years in the making and I get quite an airy feeling now its less than two years away."
Livingstone declined an interview, while Liberal Democrat candidate Simon Hughes is said to be basing much of the campaign on his party's opposition to the Iraq war.
