Charles Kennedy has blamed Tony Blair for the rise of the UK Independence Party.

The Liberal Democrat leader accused the prime minister of using "lower-case eurosceptic language" to appease anti-Europeans and said his "delay and prevarication" over key issues was "substantially to blame" for the success of the right-wing party.
