Tony Blair wants to free the best state schools from council control and encourage the independent sector to manage comprehensives.

The 500 top state schools will be handed "foundation status" and encouraged to develop their own identities with powers to borrow money to improve services, according to The Times.

The reforms, which will also see a large expansion of the city academy programme in urban areas, form part of the government's five year plan for education.
