Holyrood's high costs exposed
MSPs were powerless to prevent the 20-month delay and £431 million price tag for the new Holyrood parliament building, Scotland's auditor general said yesterday.
A cavalier approach to cost, open-ended building contracts and more than 10,000 late design changes were to blame, Robert Black said.
The report also warned that the costs of the project could spiral further - with more delays likely.
