Civilian plan angers police

Civilian staff could investigate minor crimes such as shoplifting and carry out breath tests, according to a Police Inspectorate report leaked yesterday.

The paper, unveiled at the annual conference of the Police Federation, sparked an angry reaction from officers.

Many delegates claim the increasing use of civilians amounts to "policing on the cheap".
