The Home Office is to resist pressure from the EU to carry out random breath tests on drivers.

"The government does not think the police should have unlimited powers to stop and test, which would put unnecessary pressure on limited resources," said a spokesman.

"Nor does it see the need for random breath-testing, which is inefficient in catching drink-drive offenders, particularly persistent ones."
