Councils 'should set local income tax'

Councils could set different rates of local income tax using a system proposed as a replacement for council tax, under plans proposed in a government commissioned report by the Chartered Institute of Public Finance and Accountancy.

The scheme would allow authorities to set local income tax at five different rates between two pence and four pence in the pound.

Meanwhile Michael Howard is facing pressure from his old local government spokesman David Curry for the Conservatives to call for a rise in business rates.
