Postal ballot problems surface
The preparations for all-postal votes in four regions of England are not going to plan amid reports that some councils have not yet printed the ballot papers.
In the Commons yesterday, Tim Boswell, Conservative MP for Daventry, told the prime minister that ballot papers were unlikely to be with returning officers before the weekend and urged Tony Blair to "intervene immediately to forestall this electoral shambles".
