Flagship government reform has failed to deliver a promised end to the postcode lottery in healthcare according to a new report released today.

In a report on itself, the National Institute of Clinical Excellence found that it has ensured higher quality in the NHS.

But it admits it has failed to ensure patients in every part of England can get access to the same treatment.
