Blair issues policy warning to ministers
A leaked memo has revealed Tony Blair has ordered ministers not to make policy announcements without thinking them through.
He has warned them about their tendency to "too often" rush out policies on the hoof.
And he has ordered that in future "significant" announcements must be vetted by the Treasury and the Cabinet Office.
The Mirror reports that the prime minister wants to "see and feel" changes on the ground, and believes that too many announcements dilute the credit the government is getting for improvements.
However, the Express notes that the prime minister has his own record of policy gaffes, such as on-the-spot fines for drunkeness.
