The IRA remains active and ready to return to full scale violence, an independent paramilitary watchdog warned yesterday.

The government accepted the Independent Monitoring Commission's recommendations in full and extended financial punishments to Sinn Fein.

But the Republican party reacted angrily to the decision and refused to recognise the IMC's findings.
