Permanent secretary at the Department for Education and Skills David Normington yesterday conceded that ministers would not meet their target for ensuring 85 per cent of 11-year olds reach required standards in English and Maths by 2007.

Giving evidence to MPs, he said the goal would be missed "by a mile".
