Ministers accused over devolution campaign
Ministers stand accused of exploiting loopholes in referendum legislation after it was revealed that £5 million has been spent on a public information campaign on English regional assemblies.
The Conservatives argue that such a sum far exceeds the strict limits on campaign expenditure set by the Electoral Commission.
Assemblies are proposed for the North East, the North West and Yorkshire and Humberside.
