Pilot tests of reforms to the way housing benefit is paid have proved "as good as we dared hope", work and pensions secretary Andrew Smith said yesterday.

His comments increase the chances that the scheme, which replaced benefit for rent with a standard housing allowance, will be rolled out across the country.
