Scotland's first minister will tomorrow outline a series of proposals aimed at encouraging more migrants north of the border.

Possible measures include the introduction of a "Scottish visa" allowing overseas students to stay in Scotland six months beyond their graduation.

Officials have also said that Jack McConnell will announce "some action" on work permits applying to migrant workers coming to Scotland, even though this is a reserved issue.
