Warning to Brown on Budget effect

Gordon Brown's decision to delay this year's Budget until April 9 has prompted a warning from the Electoral Commission that by convention "significant government announcements are avoided" in the run up to elections.

Opposition parties have warned that the timing of the Budget could give Labour an unfair advantage in elections to the Scottish parliament, Welsh assembly and local councils, which take place on May 1.
