Anti-euro campaigners have threatened to sue the government under human rights law if the Electoral Commission fails to act on a spending "loophole" in referendum law.

"No" campaigners argue that while current legislation imposes spending restrictions on political parties and pressure groups ahead of a poll on the single currency the government's expenditure is only capped for the last 28 days - allowing the pro-euro movement to benefit from official funds.
