Woolf warns on prison overcrowding
Lord Woolf has warned that prison overcrowding is in danger of reaching the point where it prompts rioting by prisoners.
The Lord Chief Justice, who chaired the inquiry into the Strangeways riots, said overcrowding had reached "intolerable" proportions.
